基于模糊综合评价的PPP项目社会资本选择研究

摘要
政府和社会资本合作(PPP)模式在基础设施建设领域广泛应用。PPP是涉及面很广的项目,需要共赢。选对PPP社会资本方的重要性,不亚于选对项目。PPP模式应用的首要目标是在保证质量和服务水平的前提下,提高效率、降低价格,选择合理的社会资本方不仅有助于提高项目的运作效率、降低项目总建造费用,还有助于转换政府职能,减轻政府财政负担。根据相关数据将参与PPP项目的社会资本分为三类并分析优劣势;从财务能力、技术能力、管理能力、历史项目评价四个方面构建社会资本评价指标体系,基于层次分析法和模糊综合评价法构建选择评价模型;最后,以某污水处理厂PPP项目为例验证了模型的科学性、合理性,试图为政府选择社会资本提供新思路。
The government and social capital cooperation(PPP) mode is widely applied in the field of infrastructure construction. PPP is a wide range of projects PPP is a very wide-ranging project that requires a win-win situation. The importance of choosing social capital for PPP is no less than choosing the right project. The primary goal of the application of PPP is to improve the efficiency and reduce the price on the premise of guaranteeing the quality and service level. The choice of reasonable social capital will not only help to improve the operation efficiency of the project, reduce the total cost of the project, but also help to transform the government function and reduce the financial burden of the government. According to the relevant data, the social capital involved in the PPP project is divided into three categories whose advantages and disadvantages are analyzed. The social capital evaluation index system is constructed from four aspects of financial capability, technical ability, management ability and historical project evaluation, and the selection evaluation model is constructed based on the analytic hierarchy process and fuzzy comprehensive evaluation method. Finally, the scientific and rationality of the model is verified by taking a PPP project of a sewage treatment plant as an example, trying to provide new ideas for the government to choose social capital.
