机场机坪运行管理移交模式研究

摘要
随着民航业的快速发展,对机场综合服务能力的要求越来越高。面对不断扩大的机坪运行规模,传统的机坪运行管理理念和管理手段将带来很大的风险。航空器机坪运行管理移交机场管理机构,改变了传统的航空器地面管制指挥的形式,对机场产业结构调整有重要影响。目前国内缺少对机坪管制移交及相关问题的系统研究,致使缺少统一的运行规范和管理标准,且安全评估体系也尚待建立。本文旨在为制定统一的运行规范和管理标准寻找科学合理的移交区规划方法和机坪管制移交程序构建方法。
With the rapid development of the civil aviation industry, the demand for airport comprehensive service capacity is getting higher and higher. In face of the expanding scale of the apron, the traditional concept and management method for the apron operation would bring great risks. Apron operational management for the aircraft could deliver up to the management institution of airport, which would change the traditional form of the ground control and command, and have an important influence on the airport industrial structure adjustment. At present, there is a lack of systematic research on the transferring of apron control, which resulting in the lack of unified operational standards and management standards. The safety assessment system is still to be established. In this paper, we aim to find a scientific and reasonable method of the transferring area and the control transferring procedures for the establishment of unified operation standards and management standards.
