摘要

实现全民医疗与健康是一项社会主义原则。新中国成立70年经历了计划经济与公共卫生、市场机制与基本医疗、社会治理与全民医疗保障三个发展阶段。本文基于文献综述和大数据国际比较评价三个阶段的绩效和挑战,总结医疗领域政府失灵和市场失灵的问题,讨论包括医疗利益相关人、治理目标、平衡机制等重点问题,为实现健康中国奠定理论基础。
        It is a socialist principle to realize universal medical treatment and health. In the 70 years since its founding, China has experienced three development stages: planned economy and public health, market mechanism and basic medical care, and social governance and universal medical care. Based on literature review and big data comparison, this paper evaluates the performance and challenges of these three stages, summarizes the problems of government failure and market failure in the medical field, and extracts the definition, core characteristics and China's practice path of social governance, including medical stakeholders, goals, balance mechanism and key issues. Lay a theoretical foundation for the realization of a healthy China.
