摘要
基于开放式协同创新体系理论研究,针对国家创新体系中政府作用的时效性的问题,结合不同专家学者对于国家创新能力、绩效评价、创新指数等指标体系中有关政府作用的不同影响因素,构建了国家创新体系中政府作用动态评价模型,并选取OECD国家近20年的相应指标数据进行PVAR (面板数据向量自回归),定量分析了国家创新体系构建过程中政府作用,并利用脉冲相应和方差分解结果分析政府政策工具的各指标间波及影响及绩效滞后效应,为国家创新体系中政府角色的科学定位提供理论依据和参考。
        This article is based on theoretical research of open collaborative innovation system. Aimed at the efficiency of the government's role in the national innovation system, with different influential factors, which are proved by different experts and scholars for national innovation ability, the index system of performance evaluation and innovation index and etc., a dynamic evaluation model of government's role in the national innovation system is established. The corresponding index data form OECD countries in recent 20 years for PVAR is selected, in order to conduct the quantitative analysis of the government's role in the process of national innovation system. The corresponding pulse and variance decomposition are used to analyze the government's policy tools, which lag and ripple effects between the indexes and performance. Theoretical basis and reference are provided for the government's role in the national innovation system.
