基于高分遥感数据的城市精细化管理应用

摘要
在我国经济社会快速发展的背景下,随着城市规模的扩大、城市内涵的丰富以及人民群众对人居环境要求的不断提高,原有的城市粗放管理已经不能适应现代城市发展和管理的需要,实施精细化管理已成为现代城市管理的新要求。随着科学技术的不断发展,各种数字化手段的日新月异为城市精细化管理提供了技术条件。高分辨率遥感影像具有高空间分辨率、高清晰度、信息量丰富及数据时效性强等优点,利用高分辨率遥感影像,可以在获得丰富的地物光谱信息的同时获取更多的地物结构、形状和纹理等细节信息,使在较小的空间尺度上观察地表的细节变化成为可能。我国利用高分辨率遥感数据开展城市精细化管理尚处于起步阶段,面对制约我国城镇可持续发展的问题,亟需对利用高分遥感数据进行城市精细化管理的应用开展研究和实践。在分析了现代城市管理中存在的若干问题的基础上,介绍了城市精细化管理的思路,探讨了高分辨率遥感影像在城市精细化管理中的应用特点、应用模式及典型应用方向,并提出了高分遥感数据在城市精细化管理中的应用前景,为我国快速城镇化进程中解决相关城市病问题提供新的思路。
In the modern context of the rapid development of the economy and society in China,the previous extensive management has no longer been able to meet the need of the development and management of the cities,and the urban management is in urgent need of the meticulous mode.As the development of the science and technology,ever-changing digital and informational technologies have provided technical foundation to the urban meticulous management.The high-revolution remote sensing data has the advantages of the high spatial revolution,high definition,informative and high time effectiveness,so that the rich information,such as,the spectral features,the structures,the shapes and the textures of the ground objects can be extracted from the remote sensing data,all of these characteristics of the remote sensing data make the efficient urban management into reality.In this paper,the problems existing in the urban management was analyzed,the characteristics as well as the application mode of the high revolution remote sensing data applied in the urban meticulous management and the typical application fields were discussed,and the application prospects were put forwarded.
