社会志愿团体参与医养结合照护的基本理念、核心问题及对策

摘要
在我国积极应对老龄化良好机遇和当前医养结合照护人员存在较大缺口的背景下,社会志愿团体参与医养结合照护,是补充老年照护人力不足的重要力量。通过对近年来我国医养结合照护现状及存在问题的分析,提出社会志愿团体参与医养结合照护应体现以人为本、公益性和责任的基本理念,目前的核心问题是要界定医养结合照护的范畴,成立专业化的医养结合照护社会志愿团体、建立系统化的培训体系、积极宣传医养结合照护知识及推广照护技能,构建科学的社会志愿团体参与医养结合照护的量化评价体系。
Based on the background of the good opportunity of coping with the aging population challenge and the great need gap of long-term care providers,social voluntary groups' participation in medical-nursing combined caring for the aged is a significant force to supplement the shortage of elderly care manpower. The present article point out that the fundamental philosophy of social voluntary groups' participation in caring for the aged includes the people-oriented,public welfare,beliefs and responsibility,based on the analysis of the current situation and existing problems of the caring for the aged in China in recent years. The core problem of social voluntary groups participating in medical-nursing combined caring for the aged is to define the category of the services. Countermeasures including the development of the professional social voluntary groups,establishment of the sysmetic training system,generalization of the caring knowledge and skills,and the construction of the quantitative evaluation indicator system should be implemented.
