基于需求导向的村镇公共服务设施布局优化——以黄山市歙县为例

村镇公共服务是我国实现全面小康社会和新型城镇化的重要内容,更与广大村镇居民的生产生活需求息息相关。本文通过总结我国已有的村镇公共服务设施规划模式与问题,提出了基于公众参与需求导向下的村镇公共服务设施规划的技术路线,并实际运用到安徽省黄山市歙县的村镇建设规划实践中,提出了我国村镇公共服务设施规划优化模式:加强村镇公共服务设施规划法规和标准的修订,建立城乡统筹的村镇公共服务设施规划技术路线,强化政府主导的村镇基本公共服务供给模式,优化村镇公共服务设施空间规划体系,建立村镇公共服务规划实施评价与修订体系等,以期为我国村镇公共服务设施布局优化提供借鉴。
The public service in villages and towns is an important part of the realization of a well-off society and a new type of urbanization in China, which is closely related to the production and living needs of the residents of the villages and towns. By summarizing the planning modes and problems of public service facilities in villages and towns in our country, this paper puts forward the technical route of planning public service facilities in villages and towns based on the demand of public participation, which is actually applied to the practice of village and town construction in Pi County, Anhui Province. It Proposed the optimization model of public service facilities in villages and towns in our country: strengthening the revision of planning regulations and standards for public service facilities in villages and towns; establishing the technical route for the planning of urban and rural public service facilities; strengthening the supply mode of government-led basic public services; Facilities space planning system; the establishment of village public service planning implementation evaluation and revision system.
