能源化工领域国有企业科研单位基础设施平台建设与实践

摘要
面对转型发展重大机遇,中国石油化工股份有限公司大连石油化工研究院在科研基础设施平台建设过程中,遵从管理规律,加强团队建设,做实基础管理,凭借对项目管理的准确定位,抓住项目建设主线,控制项目建设大格局,开创了将设计-采购-施工总承包管理模式引入民用建筑范畴的国内先河,历时4年顺利完成具备一流水准的大连新院区科研基础设施平台建设任务,为能源化工领域内乃至国内科研单位基础设施平台建设提供了可借鉴样板工程。
Facing the great opportunities of transformation and development, SINOPEC Dalian research institute of petroleum and petrochemicals abided by the rules of management, strengthened team building, implemented basic management, and created the domestic precedent of using Engineering-Procurement-Construction management mode in the field of civil architecture. It took four years to successfully complete the task of building the first-class scientific research infrastructure platform in Dalian New Academy, which provided a model project for the construction of infrastructure platform to the R&D institution of domestic enterprises in energy and chemical industry.
