对破碎山体实施生态修复治理的对策思考

摘要
破碎山体,包含了全部自然或人为因素破坏导致原有山体裂缝塌陷、岩石松动、植被损毁而失去稳定性,容易引发山体滑坡、泥石流、暴洪等地质灾害的所有山体及区域。破碎山体的主要成因有地震、集中降水及人为开发破坏等。要借鉴国内外先进的生态修复治理技术、模式和经验,区分轻重缓急,坚持分类施策、重点治理、因地制宜、统筹兼顾的原则,着力开展对破碎山体实施生态修复治理工作,遏制重大地质灾害的发生,最大程度地减轻灾害给人民生命财产带来的损失。对破碎山体实施生态修复治理,不仅需要在宏观层面加强指导、强化法律保障、机制模式创新,也需要在微观层面加大资金投入、制定标准规程、加强技术交流。
Broken mountains include all the mountains and regions losing stability due to original hills collapsing,rock loosening or vegetation damage,or being easy to cause geological disasters such as landslides,mudslides and floods that are caused by natural or human factors. The main causes of broken mountains are earthquakes,concentrated rainfall and man-made destructions. We should learn from the advanced technologies,modes and experiences of ecological rehabilitation at home and abroad,distinguish the order of priorities and adhere to the principles of classified policies,key governance,local conditions and overall consideration,to take efforts to carry out ecological rehabilitation and management of broken hills,to prevent the occurrence of major geological disasters,and to minimize the losses caused by disasters to people's lives and property. Ecological restoration and treatment of broken mountains not only need to strengthen macro guidance at the macro level,strengthen legal protection,and innovate mechanism models,but also need to increase capital investment,make standard procedures,and strengthen technical exchanges at the micro level.
