委托代理视阈下普惠性民办园发展的困境及治理对策

摘要
扶持普惠性民办园发展是我国学前教育普及普惠的重要路径。委托代理视阈下普惠性民办园发展涉及公民与政府、上下级政府、政府与普惠性民办园等多重委托代理关系,客观存在着委托人和代理人之间信息不对称和目标函数不一致的问题,造成普惠性民办园发展在认定、激励和监督方面面临着诸多困境,应该通过健全和完善包括信息公开机制、激励机制与监管机制在内的综合治理机制,保障普惠性民办园健康发展。
Supporting the development of inclusive private kindergartens is an important path to promote the popularization of early childhood education in China. From the view of principal-agent,the development of inclusive private kindergartens involves multiple principal-agent relationships between citizens and governments,superior governments and lower-level governments,governments and inclusive private kindergartens,etc. There exists asymmetry information and inconsistent targets between the principal and the agent,which results in dilemmas in the identification,incentive and supervision of the development of inclusive private kindergartens. It is suggested that the comprehensive development mechanism including information disclosure,incentives and evaluation supervision should be improved to ensure the healthy development of inclusive private kindergartens.
