基于知识链的军民融合创新体系构建

摘要
军民融合创新体系是加快建设科技强国和国家创新体系的重要组成部分。基于知识链的视角构建军民融合创新体系,体现了新时代军民结合、寓军于民、知识共享的国防科技发展新趋势。构建军民融合创新体系的知识链模型是以知识传播、知识创新、知识应用为关键环节,实现军民融合的资源共享、技术攻关、产业转化过程。加强军民融合创新体系的知识链构建要重视顶层设计,完善组织建构,加强智力支撑,打造信息平台,强化激励约束,推进军民融合的知识创新和技术转化,加快实现科技强国梦。
The civil military integration innovation system is an important part of speeding up the construction of science and technology power and national innovation system. From the perspective of knowledge chain,the construction of the civil military integration innovation system is a new trend in the development of national defense science and technology in the new era of combining military and civilian forces,integrating the army with the people and sharing knowledge. The knowledge chain model of building a military and civilian integration innovation system is a process of resource sharing,technology tackling and industrial transformation with knowledge dissemination,knowledge innovation and knowledge application as the key link. To strengthen the knowledge chain construction of the civil military integration innovation system,we should pay attention to the top level design,perfect the organization construction,strengthen the intellectual support,build the information platform,strengthen the incentive and constraint,we should promote knowledge innovation and technology transformation of civil military integration,accelerate the realization of a dream of science and technology power.
