秸秆综合利用政策梳理和长效管理建议

摘要
我国秸秆资源丰富,但如何实现秸秆高效综合利用一直是困扰我国农业生产的难题。近些年国家层面围绕秸秆综合利用出台众多文件,这些文件都聚焦到完善收储运系统、实现资源化利用和开展示范试点3个层面。文章从这3个层面梳理了相关的政策内容,对实现秸秆综合利用的长效管理提出了建议。
China is the largest producer of straw, and the utilization of straw is one of the obstacles of agricultural modernization. In the recent years, many policy documents were focused on three level: the improvement of collection-storage-transportation system, the realization of resource utilization, and carrying out demonstration and pilot projects. This paper sorted out the relevant policy contents from these three aspects and puts forward suggestions on the long-term management of straw comprehensive utilization
