基于SWOT分析的澳门海洋经济发展定位与路径研究

摘要
在充分认识澳门经济发展亟待转型调整的基础上,采用SWOT分析法剖析澳门内外部条件,认为澳门海洋经济发展必须强调经济结构精简化、发展特定海洋服务业、依靠和优化外需、处理好同博彩业的关系。同时提出了高端海洋服务业核心地、高品质大业态海洋旅游聚集区、中葡海洋产业合作及金融服务领航区、涉海中小企业双创示范区"一核心三区"的总体构想,以及现代海洋旅游业为主导,海洋文化业、海洋中介服务业、涉海金融业、海洋生物医药业为支点的"一骨干、四支撑"海洋产业体系。
On the basis of fully realizing the urgent need for restructuring and adjustment of Macao's economic development, this paper analyzes the internal and external conditions of Macao by using the SWOT analysis method, and suggests that the development of Macao's marine economy must emphasize the simplification of economic structure, develop the specific marine services, depend on and optimize the external demand, and handle well the relation with the gambling industry. In the meanwhile, it puts forward the overall conception of "one core,three zones", which requires to develop the core of high-end marine service industry,and the high-quality and large-scale coastal tourism agglomeration zone, the Sino-Portuguese cooperation demonstration marine industry and financial service pilot zone, and the marine-related small and medium enterprise innovation demonstration area, as well as developing the "one backbone, and four supports" marine industry system led by the modern coastal tourism industry, and supported by marine intermediary services, marine finance industry, marine biopharmaceutical industry.
