水利水电工程临时占用林地的相关规定和建议

摘要
林地的分类系统极其复杂,而在林地管理规定中常常出现一条规定涉及多个分类的情况,若不能准确理解各分类系统的含义,会使设计用地范围不合规,用地手续不能获批。为此,结合工作中的经验,系统说明林地管理中对水利水电工程临时占用林地的相关规定,重点是与林地保护等级的对应关系,并提出建议。
The classification system of forest land is extremely complex, and in forest management regulations, a rule often involves multiple classifications. If the meaning of each classification system cannot be understood accurately, the land scope of design will not be compliant and the land utilization procedures cannot be approved. Combined with the experiences in practice, relevant regulations on temporary occupation of forest land by water conservancy and hydropower projects in the management of forest land are systematically explained with the emphasis on the corresponding relationship with forest land protection grade. Some suggestions are also put forward.
