区域高校科技创新力排名及评价分析

摘要
从资源基础、产出效益、环境建设三个层面构建了区域高校的科技创新评价指标体系,通过将指标的发展增量与序关系分析法相结合的方式提出了一种客观赋权方法及相应的评价模型。在此基础上,对中国31省域的高校科技创新能力进行了评价分析,得出上海、北京、江苏的高校科技创新能力较好,海南、贵州、西藏等地区高校科技创新较落后的主要结论。另外,通过对省域高校科技创新模式的分析,得到全国高校科技创新整体水平有待进一步提升且省域之间发展差异较大等主要结论。
        This paper develops the regional universities' science and technology innovation evaluation index from the aspects of resources,output benefits and environment construction. A type of objective weighting method is provided by considering the attribute's incremental information and the rank correlation analysis method together. Furthermore,the related evaluation model is also given. Based on this,we evaluate the universities' science and technology innovation capability of 31 provinces in China. It is found the provinces of Shanghai,Beijing,and Jiangsu perform better,while Hainan,Guizhou and Tibet are in poor performance. We further divide the 31 provinces into four types of development patterns. It is known that the overall level of regional universities' science and technology innovation needs to be enhanced,and the innovation capability among 31 provinces is in great difference.
