乡村生态文明构建与跟踪评价指标体系研究——以平阳县万全镇为例

摘要
构建了生态文明指标体系,并制定评估方法,进行指标赋值和权重确定,用"万全镇生态文明建设综合指数"(WQECI)来总体衡量万全镇生态文明建设的进程。根据现状评估结果分析,2017年WQECI指数为0.47,处于生态文明建设启动阶段。从4项一级指数看,生态文化建设距离生态文明要求还有较大距离;从10项二级指数看,环保物质投入力度较大,但是"软件"上投入不够,导致管理水平和管理能力的相对不足;从3项公众关注指数看,万全镇仍处于一种以粗放式增长为主要发展模式的社会发展阶段,区域环境民生和社会生态文明建设相对滞后于经济发展。
In this paper,we established an indicator system for ecological civilization, and formulated assessment methods to determine the assignment of indicators and weights,using the "Wanquan Town Ecological Civilization Construction Comprehensive Index"(WQECI) to measure the progress of ecological civilization construction in Wanquan Town.According to the analysis of the current situation, the 2017 WQECI index is 0.47, which is in the initial stage of ecological civilization construction.According to the 4 first-level indexes, the construction of ecological culture was still far from the requirement of ecological civilization;according to the 10 second-level indexes, the investment of the environment-friendly materials was relatively large, but the investment in the "software" was not enough,lead to a relative lack of management and management capabilities; Judging from the three public concern indices, Wanquan Town was still in a stage of social development with extensive growth as the main development model. The regional environmental livelihood and social ecological civilization construction lagged behind economic development.
