道路驾驶技能考试制度改革研究

摘要
近年来机动车新驾驶人数量激增促使我国机动车驾驶人考试制度不断改革。然而近三年新驾驶人(驾龄三年以内)交通违法行为频发、交通事故高发说明现行的道路驾驶技能考试制度没有筛选出合格的驾驶人。现行的道路驾驶技能考试里程较短、考试项目密集分布,路考环境没有贴合真实的道路交通环境,不能真实考核驾驶人的实际道路驾驶技能。同时现行道路驾驶技能考试缺乏考核驾驶人的安全驾驶意识,可以结合图像识别和雷达测距技术来实现对驾驶人安全驾驶意识的高效评估。现阶段道路驾驶技能培训周期短、应试教学现象普遍,道路驾驶考试制度改革迫在眉睫。
In recent years, the number of new drivers of motor vehicles has increased sharply, prompting the continuous reform of the motor vehicle driver examination system in China. However, in the past three years, new drivers who have been driving for less than three years have experienced frequent traffic violations and high traffic accidents,indicating that the current road driving skills test system has not screened out the qualified drivers. The current road driving skills test has a short mileage and a dense distribution of test items, which cannot assess the driver's actual road driving skills because of the road test environment does not fit the real traffic environment. Meanwhile, the current road driving skills test lacks the driver's safety driving awareness, which can be effectively evaluated by combining image recognition and radar ranging technology. The training cycle of road driving skills is short at present. The test-oriented teaching phenomenon is widespreaded, indicating the reform of the road driving skills test system is imminent.
