基层党建引领社会治理创新的探索与路径

摘要
作为国家治理的重要组成部分,社会治理的重心在基层,难点也在基层。办好中国的事情,关键在党。社会治理是执政党不可或缺的社会职能,这就决定着党在社会治理中的领导地位和引领作用。近年来,不少地方对以基层党建引领社会治理创新进行了创造性探索,初步形成了科学有效的社会治理模式。但也要看到,党建引领社会治理仍然面临着理念、体制、能力等方面的制约。必须汲取基层探索的实践经验,坚持走以党建为引领,以人民为中心,以问题为导向,以创新为关键,以制度为保障,把党的群众路线贯穿到各领域全过程的新路子。
Social governance is an important part of national governance, of which the focus and difficulty are all at the grassroots level. The Party is the key to guarantee that things are done well in China. Social governance is an indispensable social function of the ruling Party, which determines the Party's leading position and role in social governance. In recent years, many places have carried out creative explorations on grassroots Party building to lead social governance innovation, and formed an effective social governance model at preliminary level. However, it should also be noted that the Party's leadership in social governance is still constrained by the aspects of concept, system, ability and so on. The article emphasizes that it is of great necessity to learn from the practical experience of grassroots exploration, and stick to a new path to put the Party's mass line through the whole process in all fields, with the Party building as the guide, the people as the center, the problems as the focus, the innovation as the key and the institutions as the guarantee.
