基于人类命运共同体的核威慑道德风险考量

摘要
核威慑对止战具有的低成本和好效果,使之成为拥核国家维护自身安全的重要战略,但是核威慑滥用又会带来损害政治德性、挑战正义道德准则等道德风险。因此,决策者必须秉持人类命运共同体的理念,培植审慎德性、坚持中道原则、优化价值排序、强化危机管控,使核威慑的道德风险降得最低。只有摒弃冷战时代的对抗思维,着力构建人类命运共同体,打造公平、合作、共赢的国际核安全体系,才能发挥核威慑止战的正效应,规避核威慑的负效能。
Due to its low cost and good effect in preventing war,nuclear deterrence has become an important strategy for a nuclear state to maintain its own national security. Nevertheless,the abuse of nuclear deterrence will bring about such moral hazard as damaging the political virtue,and challenging the concept of justice and the code of morality. Therefore,the policymakers must adhere to the idea of human destiny community,cultivate the virtue of prudence,stick to the Principle of the Golden Mean,optimize the ranking of value,and strengthen the crisis controlment,so as to minimize the moral hazard of nuclear deterrence. Meanwhile,only through giving up the cold war thought of confrontation, advocating the construction of human destiny community,and building a fair,cooperative and mutually beneficial international nuclear safety system,can human beings utilize the positive effect of preventing war by nuclear deterrence,and avoid the negative effect of nuclear deterrence.
