广东货物贸易通关便利化创新:自由贸易港视角

摘要
货物贸易通关便利化是广东自由贸易试验区建设的重要组成部分。探索以货物贸易通关便利化为重点的海关监管制度,是广东自由贸易试验区制度建设的重要任务。该研究通过分析广东自由贸易试验区货物贸易通关便利化的发展现状,在借鉴境外自由贸易港区货物贸易通关便利化经验的基础上,以在广东自由贸易试验区设立自由贸易港区作为突破口,提出广东自由贸易试验区设立自由贸易港区的货物贸易通关便利化政策安排,以便推动广东自由贸易试验区的深化改革和发展完善。
Customs clearance and facilitation of goods trade is an important part of the construction of Guangdong Free Trade Pilot Area. It is an important task for the system construction of Guangdong Free Trade Pilot Area to explore the customs supervision system focusing on customs clearance and facilitation of goods trade. Based on the analysis of the current situation of customs clearance and facilitation of goods trade in Guangdong Free Trade Pilot Area, and on the basis of drawing lessons from the experience of customs clearance and facilitation of goods trade in overseas free trade ports, this study takes the establishment of free trade ports in Guangdong Free Trade Pilot Area as a breakthrough point, and puts forward the policy arrangement of customs clearance and facilitation of goods trade in Guangdong Free Trade Pilot Area in order to promote the deepening reform and development of Guangdong Free Trade Pilot Area.
