摘要
为提高震后应急物资的配送效率,针对集散中心-物流中心-受灾区域三级应急物资配送体系,在应急物流中心一级引入横向转运进行协同调度。基于B型关联度TOPSIS方法确定应急物流中心的物资紧迫程度,考虑时间、成本和物资满意度等建立基于横向转运的应急物资协同调度模型,并采用NSGA-Ⅱ算法进行模型求解。以2013年芦山地震为背景设计实验算例,验证模型和算法的有效性,并通过算例对比有横向转运和无横向转运的效率差别。研究结果表明:地震灾害发生后,通过应急物流中心间的横向转运进行应急物资的协同调度,应急物流中心的物资满意度平均提升18.4%,应急物流总成本平均降低36%,有效实现应急物资的协同优化调度。
        In order to improve the distribution efficiency of emergency supplies after the earthquake,in the three-level relief distribution structure which is the distribution center-logistics center-affected area,this paper introduces lateral transshipment for coordinated dispatch in the level of the emergency logistics center.Based on the B-type correlation degree TOPSIS method to determine the material urgency of the emergency logistics center,consider the time,cost and material satisfaction to establish a collaborative scheduling model based on lateral transport,and use the NSGA-II algorithm to solve the model.Taking the actual Lushan earthquake in 2013 as the background,an experimental example is designed to verify the effectiveness of the model and algorithm.The efficiency difference between the lateral transshipment and not with it in the post earthquake emergency supplies is calculated by examples.The results show that after the earthquake,with the lateral transshipment in the level of the emergency logistics center,the demand satisfaction of emergency logistics center increased by 18.4%,and the total cost of emergency logistics decreased by 36%.Lateral transshipment can optimizes collaborative dispatching of relief.
