This article focuses on the idea of community public art in Leeuwarden-Friesland, Netherlands. As one of the host countries of the European Capital of Culture in 2018, Friesland developed public art projects with the idea of the "Open Community", which connected nature, community, history and humanistic spirit. Friesland used public art to shape community culture and broke the boundaries between communities. At the same time, taking the "water culture" from its unique geographical location as an entr y point, a number of public ar t projects closely related to "water" have been established. Local people were invited to participate in the creative process, which really associated the art projects with the community.
