摘要
当前,由于我国的集体经营性建设用地使用权流转仍然存在诸多问题,导致城乡发展不平衡,并且山地丘陵地区与先行试点地区的流转效果还有差距。以城镇化建设中的株洲市云龙示范区云田镇为例,对该研究区域内集体经营性建设用地流转现状进行调查研究,探讨当前政策环境下该区域存在的问题与不足,结合先行试点区域的经验以及我国政策法规,为促进株洲市乃至全国类似区域的集体经营型建设用地使用权流转提供相关建议。
Currently,the country's collective management of construction land use right transfer have caused many problems of urban and rural development,and the uneven and hilly areas is still lagging behind the first pilot regions in terms of the circulation effect.This paper made an empirical study on rural collective construction land in Yuntian town,Zhuzhou City,Hunan Province,performing a survey of the collective management of construction land on the problems and shortcomings under the effects of the current policy.The paper also made suggestions on the right transfer of collective management construction land use,combined with the experience of the first pilot area,taking consideration of our policies and regulations,so as to promote the current situation in Zhuzhou City,as well as other areas of the like.
