摘要
李克强总理在2015年全国两会上将互联网作为一项战略性新兴产业,要求各地机关切实建立起来符合"互联网+"要求的纳税服务信息化系统,全面树立以纳税人为中心的纳税服务理念。在此背景下,基于纳税服务相关概念及理论,从服务人员素质、服务观念、信息化建设、税收宣传和权益保障五个方面对福泉市税务局纳税服务现状展开调查,采集纳税人对纳税服务的评价。结合存在的问题,以层次分析法分析纳税服务的影响因素,并提出完善福泉市税务局"互联网+"纳税服务的建议:强化建立服务型税务局理念,建立"互联网+"模式下的纳税服务模式,加强"互联网+"模式下大数据分析能力。进而提高税务部门的服务意识和水平。
Premier Li Keqiang held the Internet as a strategic emerging industry at the two sessions of the National Committee of the people's Republic of China in 2015. He urged all localities to establish a tax service information system in line with the "Internet +" requirement and establish a taxpayer centered tax service concept. Under this background, based on the related concepts and theories of tax service, this paper investigates the status quo of tax service of the tax bureau of Fuquan from five aspects: the quality of service personnel, service concept, information construction, tax publicity and rights protection, and collects taxpayers' evaluation of the tax service. Combined with the existing problems, this paper analyzes the influencing factors of the tax service by AHP, and puts forward suggestions to improve the "Internet + " tax service of the tax bureau of Fuquan City: strengthening the concept of a service-oriented bureau, establishing a tax service mode under the "Internet +" mode, and enhancing the ability of big data analysis under the "Internet +" mode. In so doing, it will improve the service awareness and level of tax departments.
