“卓越计划”:德国世界一流大学建设政策运行机制及启示

摘要
德国为提升国际高等教育核心竞争力,推动本国高等教育从衰退走向复兴,经利益相关者的博弈和妥协,实施了旨在建设世界一流大学的政策战略——"卓越计划",开启了"高等教育复兴"之路。"卓越计划"分三期建设,力求打破均衡发展的路径依赖,通过引入竞争机制促进德国大学的等级分化和差异化发展,其基本运行机制呈现如下:强调均质基础上追求多元和卓越发展的目标取向;通过卓越科研和学科建设促成一流大学的路径方略;高校-第三方机构-政府三位一体的组织管理方式;动态灵活且专业规范的资格准入和退出选评机制。德国"卓越计划"对我国建设世界一流大学的启示在于:坚持并优化高校重点建设,完善分层分类的一流高等教育体系;推动一流大学与学科并立融通,促进高校结合自身特色和优势发展;构建基于良性竞争的动态准入退出机制,保障教育资源配置效益最大化;引入独立性的第三方评估,形成多主体-立体化的评选组织程序。
