“一带一路”背景下中欧班列货物安全警务合作机制构建

摘要
近年来,以频发的中欧班列货物被盗案件为代表的"一带一路"物流安全问题愈发严重,安全需求亟待解决。当前针对中欧班列货物安全问题的国际交流合作取得了一定成效,但还存在运营主体责任落实不力、技术防范手段单一、案件管辖不明、报案主体资格确认困难、执法合作渠道不畅和实现跨部门数据共享尚有障碍等突出风险。国际警务合作是解决班列货物安全的重要抓手,建议以地方出访协调重点国家建立安全管理和防范长效机制;推进建立中欧班列货物安全多边会商常态机制;加强刑事司法协助框架下的协调和执法合作;利用既有的国际刑警组织平台搭建专业联络机制;通过警企合作共建共享班列信息资源。
In recent years,logistics security under the "Belt and Road" Initiative marked by Cargo thetts on ChinaEurope Express Railway has been a critical issue to be addressed.So far,some progress has been made in the international cooperation on the logistics security of China-Europe Express Railway,but there are still some prominent risks,such as ineffective implementation of security responsibilities, meagre preventative ways and security measures,ambiguity of case jurisdiction,difficulty in case reporting,poor channels of law enforcement cooperation and obstacles to intelligence sharing.International policing cooperation is key to solving the issue, and the paper suggests that local government should establish a long-term mechanism of security management and prevention with some countries concerned,form a normative mechanism of multilateral consultation on the logistics security of China-Europe Express Railway,strengthen coordination and law enforcement cooperation within the framework of criminal judicial assistance,create a professional liaison mechanism with support from the Interpol and share information through cooperation between police and enterprises.
