摘要

做好特殊人群防控,需从理论和技术的角度来转变传统线下人工服务和管理模式,即以情景预防为理论基础,打造社区特殊人群全域感知防控圈,并以数据挖掘和智能识别为技术手段,在预防威慑的基础上,以信息化技为手段,通过预警分析实现对特殊人群危险等级和风险评估,进而从源头管控特殊人群,最终将他们引导到正确的轨道上,维护社会治安的稳定和和谐。
        In order to prevent and control hidden populations,it is necessary to change the traditional offline human service and management mode,that is,to use the Situational Prevention as the theoretical basis to create a community-wide prevention and control circle.On the basis of technical means,to assess the level and risk of hidden populations and control them,?nally guided to the correct track to maintain social security.
