西藏边境旅游扶贫多元主体协同机制研究

摘要
边境地区是西藏乃至全国扶贫的重点,也是难点。习近平高度重视边境地区的脱贫工作,指出要重点攻克深度贫困地区脱贫任务。西藏边境地区依托丰富的生态旅游资源和独特的历史人文优势,开发边境旅游并注重边境旅游扶贫多元主体的参与,但是在扶贫过程中各参与主体还存在着诸多问题。为此,需要进一步明确边境旅游扶贫多元主体之间的关系,达成边境旅游扶贫开发的参与共识,构建边境旅游扶贫多元主体协同机制,实现边境地区脱贫致富的目标。
Border region is the focus and difficulty of poverty alleviation in Tibet and even in the whole country.Xi Jinping pays high attention to poverty alleviation in the border region and points out that the task of poverty alleviation in deep poverty-stricken areas should be focused on.Relying on the rich ecotourism resources and unique historical and humanistic advantages in the border region,Tibet should develop the border tourism and pay attention to the participation of multiple subjects in poverty alleviayion of border tourism.However,there are still many problems in the process of poverty alleviation,so it is necessary to correctly understand the relationship between the pluralistic subjects,reach a consensus on the common participation in poverty alleviation,and establish a mechanism for coordination among the multi-subject participants in border tourism to help the poor,so as to realize the goal of poverty eradication and prosperity in border region.
