“都带融合发展战略”:新时代长江三角洲区域一体化的战略选择

摘要
经过多年的发展,长江三角洲区域一体化上升为国家战略。本文通过系统梳理关于长三角区域一体化发展模式之争的文献,以及长江三角洲区域一体化进程经历过的从需要中央政府宏观协调,到主要依赖各省市城市政府自发协商合作,再到重新需要中央政府顶层设计,高质量提升区域一体化合作水平的螺旋式上升之基本经验,剖析了新时代长江三角洲区域一体化发展的优势与不足,在此基础上提出了站在新时代起点上的长江三角洲区域一体化发展新型战略,需要将视野放到引领当代中国国家现代化发展30年、50年、100年乃至更为长远的根本战略的制定之上这一具有高度前瞻性的创新性观点,即到2050年,构建以"区域规划一体化"为引领——以"上海大都市圈管理委员会"为突破口——以"上海都"行政区划为落脚点的"分三步走"式"都带融合发展战略"。
After years of development,the regional integration of the Yangtze River Delta has been upgraded to a national strategy. This paper systematically summarizes the literatures on the development model of regional integration in the Yangtze River Delta and the spiral escalation path of regional integration in the Yangtze River Delta at the base of analysis of the process from the need for central governments to coordinate to relying mainly on the spontaneous consultation and cooperation among the city governments of provinces and city,and then to the need for central government to come out again to improve the level of regional integration and cooperation. Based on the analysis of the advantages and disadvantages of the regional integration development of the Yangtze River Delta in the new era,this paper puts forward a highly forward-looking and innovative viewpoint: the integration development process of the Yangtze River Delta,which stands at the starting point of the new era,needs to put its vision on the formulation of a fundamental strategy that will lead China's national modernization development for 30 years,50 years,100 years and even more. Specifically,by2050,China should construct a three-step model of"Confluent Development Strategy between Megalopolis and Economic Belt ": taking "integration of regional planning " as a guidance,taking"Shanghai Megalopolis Governance Committee"as the breakthrough point,and taking the adjustment of administrative division to establish "Shanghai Megalopolis"as the foothold.
