海绵城市背景下国内外雨洪管理政策与实践探索

摘要
城市生态安全随着城市化进程推进显得愈加重要,海绵城市建设关系到城市水安全、水环境等方面的改善。目前,我国海绵城市建设被提上议程,但是雨洪管理还不够重视。如何对雨水进行有效利用成为海绵城市建设的一个重大课题,国外在雨洪管理这方面已有较丰富的经验。在对世界各国的雨洪管理政策从制度、经济、法律三个方面进行梳理基础上,总结我国部分地区雨洪管理实践经验,探讨海绵城市建设规律,促进我国海绵城市建设。
With the advancement of urbanization, urban ecological security becomes more and more important. Sponge city construction is related to the improvement of urban water security and water environment.At present, China's sponge city construction has been put on the agenda, but stormwater management is not enough attention.How to make effective use of rainwater has become an important issue in sponge city construction.And Foreign countries have rich experience in stormwater management.This paper intends to sort out the stormwater management policies of various countries in the world from three aspects of system, economy and law, summarize the practical experience of rain and flood management in some regions of China, explore the rules of sponge city construction, and promote the construction of sponge city in China.
