中国农村人口养老责任观念及影响因素研究——基于CGSS2015的实证分析

中国人口老龄化程度日趋加深,农村老年人口占比近六成,农村地区面临着更为严峻的养老问题。农村人口的养老责任观念与完善农村养老服务供给模式密切相关。通过分析2015年中国综合社会调查(CGSS)数据显示,虽然子女负责依然是农村人口养老责任观念的主流,但是农村人口的养老责任观念呈现出多元化特点:1.不同人口特征的农村人口养老责任观念存在明显差异。2.家庭经济自评状况越差者更认同政府负责和家庭、子女和政府三方责任均摊的养老责任观念;家庭中的子女数量越多,更倾向于三方责任均摊的养老责任观念。3.社交娱乐活动越频繁者越认同自己负责的养老责任观念,反之则更为认同子女负责和政府负责的养老责任观念。因此,应从家庭层面、政府层面和社会层面提出相关对策建议以完善农村养老服务供给体系,顺应农村人口养老责任观念的发展趋势、满足农村人口的养老服务需求,真正实现积极老龄化。
Population aging in China is accelerating. With its elderly accounting for nearly 60% of the nation's total population, the countryside is facing more serious pension problems. The concept of pension responsibility is closely related to the improvement of the rural pension service supply model. Through the analysis of the data of CGSS 2015, it is found that although the concept that children are responsible for supporting their ageing parents remains in the mainstream, the concept of pension responsibility shows a trend towards diversification: 1. The concept of pension responsibility is significantly different among the different rural demographic groups with different characteristics. 2. The lower the self-evaluation of a family's financial condition is, the more likely they will agree that the government is responsible for the elderly and that the family, children and the government should shoulder the responsibilities equally, and the more children there are, the more inclined they are to agree with the concept of three-way responsibility sharing. 3. The more frequently they join social activities, the more likely they will agree with the concept that they are responsible for the elderly; and the less frequently they join social activities, the more likely they will agree with the concept of pension responsibility undertaken by children and the government. Thus, we should improve the supply system of pension service from the perspective of family, the government and society in line with the development trend of the concept of pension responsibility, in order to meet the needs of elderly care services and truly achieve positive aging.
