冰上丝绸之路下中国与芬兰高等教育合作:进展、问题与对策

摘要
"冰上丝绸之路"作为蓝色经济通道已被纳入"一带一路"的总体布局。在"一带一路"背景下,中国与芬兰两国高等教育交流与合作的规模与范围均不断扩大。在进展方面,中芬两国在政府间共建合作交流平台、留学生交流与合作以及共建合作办学机构上的进展明显加快。在问题方面,中芬两国高等教育交流与合作问题主要表现在中国赴芬兰的合作办学量少、合作办学项目层次性有待提高、奖学金覆盖范围小及留学中国吸引力不足几个方面。在举措方面,中芬两国可以进一步加快教育合作机制化建设,加强人才引进,增强政策支持实施"走出去"战略。
        The "Silk Road on Ice" as a blue economic channel has been included in the overall layout of "Belt and Road". In the context of the Belt and Road Initiative,the scale and scope of higher education exchanges and cooperation between China and Finland are constantly expanding. In terms of progress,China and Finland have significantly accelerated their progress in co-construction and exchange platforms,exchanges and cooperation between international students,and joint construction and cooperation. In terms of problems,the problems of higher education exchange and cooperation between China and Finland are mainly manifested in the following aspects: the small number of cooperative schools in Finland,the level of cooperative projects to be improved,the small scope of scholarship coverage and the lack of attractiveness of studying in China. In terms of measures,China and Finland can further accelerate the institutionalization of educational cooperation,strengthen the introduction of talents,and strengthen policies to support the implementation of the "going out" strategy.
