长三角深度一体化背景下环杭州湾大湾区经济发展战略研究

摘要
湾区经济是当今世界经济发展格局的重要板块,也是以城市群组团参与全球分工体系的代表性类型。环杭州湾大湾区依托长三角强大经济基础和自己独特的地理区位优势,具有发展湾区经济的基础优势和条件。借鉴世界湾区发展经验,环杭州湾大湾区应该打造以"智造"为主要特征、以开放、创新、生态为主要功能的综合湾区。在打造环杭州湾大湾区的过程中,需要把握沪杭甬三个核心城市间"主动脉"和核心城市与周边地区"毛细血管"的关系,加强三地产业分工协作,以湾区产业五大特征为产业发展导向,做好交通和组织保障,打造环杭州湾大湾区为世界级湾区,进而提高长三角一体化水平,增强长三角的国际竞争力。
The Bay Area economy is an important part of the current world economic development pattern, and it is also a representative type of urban group participation in the global division of labor system. Relying on the strong economic foundation of the Yangtze River Delta and its unique geographical location advantages, the Big Bay Area around Hangzhou Bay has the basic advantages and conditions for developing the economy of the Bay Area. Drawing on the development experience of the World Bay Area, the Big Bay Area around Hangzhou Bay should build a comprehensive Bay Area with "Intelligence" as its main feature and openness, innovation and ecology as its main functions. In the process of building the Big Bay Area around Hangzhou Bay, it is necessary to grasp the relationship between the "aorta" between the three core cities of Shanghai-Hangzhou-Ningbo and the "capillary vessels" of the core cities and surrounding areas, Strengthen the industrial division and cooperation among the three regions, take the five characteristics of the bay area industry as the orientation of industrial development, do a good job in transportation and organizational security, and build the Big Bay Area around Hangzhou Bay as a world-class bay area, thereby improving the integration of the Yangtze River Delta and enhancing the international competitiveness of the Yangtze River Delta.
