转型背景下存量产业空间的整合重构与规划应对

摘要
存量产业空间再造是快速工业化后城市转型面对的重大命题。产业空间分散碎片化、空间低端、配套缺失及其背后折射出的多元利益主体博弈带来的产权关系复杂、产业空间固化,亟需整合重构。转型背景下存量地区产业空间的整合重构是一个围绕空间再造进行功能引导、用地整合、产权关系调整、更新方式引导和利益主体协调等多方面综合设计的过程。文章分析了城市转型对产业空间整合重构的影响,并结合深圳市龙华区的实践案例,针对碎片化的产业空间提出甄别重点产业空间、构建集合单元,围绕集合单元配置相关政策、更新策略、配建设施及利益统筹等方面的思路,探索存量产业空间整合重构与规划应对的方法。
Regeneration of built-up industrial space is a major problem of the transformation of urban area after rapid industrialization.Fragmentation and bad quality of industrial space, lack of service, multiple stakeholder gaming, complexity of property rights,and ossification of space, are common problems of industrial space that need reconstruction. In the context of urban transition,regeneration of built-up industrial space is a process of comprehensive design of functional guidance, space integration,reengineering policy, renovation model, and coordination of interests. With practice of Longhua district, Shenzhen, this paper puts forward the impact on built-up industrial space by urban transition, and proposes distinguishing key industrial space and building agglomeration units, and exploring methods and paths for the reconstruction of built-up industrial space.
