摘要
定量计算不同治理方案的利弊得失,是黄河下游滩区治理综合决策的重要依据。考虑潼关年均来沙量3亿t,龙门、华县、河津、头四站年均来水242.32亿m~3和潼关年均来沙量为6亿t,龙门、华县、河津、头四站年均来水量为254.63亿m~3两种水沙条件,计算了滩区典型治理方案对下游防洪及河道冲淤的影响,并从淹没面积和淹没人口两方面分析了滩区典型治理方案对洪灾风险及经济社会发展的影响。指出滩区按"适度标准防护"方向治理有利于改善经济社会发展环境,对防洪的不利影响主要是各水文站洪水位有一定程度抬升,对河道冲淤的负面作用大小关键取决于来沙条件。
        Quantitatively analyzing the superiority and inferiority of different treatment schemes is the important basis for the comprehensive decision of floodplain treatment in the Lower Yellow River.The impact of typical floodplain treatment schemes on flood control and channel erosion and deposition in the Lower Yellow River was calculated with consideration of two cases,300 million tons of coming sediment at Tongguan station,24.232 billion tons of incoming flow at corresponding four stations(Longmen、Huaxian、Hejin and Zhuangtou) and 600 million tons of coming sediment at Tongguan station,25.463 billion tons of incoming flow at corresponding four stations annually.And also,the influences to the flood risk and socio-economic development were analyzed from both inundation area and population.It is pointed out that floodplain treatment based on"moderate protection"is beneficial to promote economic and social development,the negative influences of flood control are mainly caused by a certain extent rise of water level for every hydrological station,and the extent of effect on channel erosion and deposition depends on the incoming sediment
