摘要

上海市已有多个区域天然气分布式能源项目投入运营。目前,区域分布式能源发展存在规划协调、建设成本、价格机制、外部效益、设计能力等方面的问题。推进区域分布式能源发展,应优化外部发展环境、统筹城市规划建设和分布式能源项目落地,进一步优化相关政策,精准扶持降低建设成本,探索完善价格机制,突破上游气价优惠和下游电价传导,培育设计和服务团队,提升项目与用户匹配能力。
        Several regional natural gas distributed energy systems have launched in Shanghai. Emerged obstacles have limited further development of the systems, such as planning coordination, construction cost, price mechanism, external benefit and design ability. To promote the development of systems, government departments should coordinate urban planning and distributed energy system construction, optimize the policies to reduce construction costs, improve the price mechanism to conduct price information, cultivate the design and service teams.
