我国职工基本医疗保险个人账户发展趋势分析

摘要
我国城镇职工基本医疗保险制度一直采用"统账结合"形式对参保职工的住院与门诊疾病进行保障,但近年来,个账基金共济性较弱、沉淀额攀升、不合理流失严重等问题开始逐渐显露。因此,本文将以个人账户作为研究对象,深入分析现存问题,梳理典型改革方案,以前瞻性视角探寻我国基本医保制度个人账户的发展方向,以期为制度完善提出合理化建议。
The urban employee basic medical insurance in China has always used the form of "overall raising of funds and individual accounts" to guarantee the inpatient and outpatient expenses of the insured employees.However,in recent years,the system defects just like the mutuality in weak,the amount of sediment is rising,and the irrational loss is serious and so on have gradually emerged.Therefore,this article will take the "Individual account"in the basic medical insurance system as the research object,analyze the existing problems,sort out the targeted reform plans in typical areas,and explore the development direction of the individual account,and puts forward some suggestions and solutions to improve the basic medical insurance.
