2015年全国中医药总费用核算结果与分析

摘要
目的:核算2015年全国中医药总费用,分析中医药总费用的机构流向与变化趋势,为科学制定中医药发展政策提供数据支撑。方法:采用机构流向法,根据2014年和2015年全国中医机构个案库、2014年和2015《全国卫生计生财务年报资料》、2015年和2016年《中国卫生和计划生育统计年鉴》及2015年和2016年《中国医药统计年报》中的数据,核算2014年和2015年中医药总费用。结果:2015年全国中医药总费用为6,159.44亿元,占卫生总费用比重为15.03%,占GDP比重为0.90%。其中,医院占比下降至71.72%,基层医疗卫生机构占比上升至11.27%,公共卫生机构占比上升至0.78%。结论:2015年全国中医药总费用增加,但与卫生事业相比,发展规模略有萎缩;中医药总费用机构流向有待改善,应积极引导中医药资金流向基层医疗卫生机构、公共卫生机构和县级医院。
Objective: To calculate the total cost of traditional Chinese medicine in 2015 and analyze its provider distribution and variation tendency, with a view to provide data for government to formulate the policy of Chinese medicine development. Method: Provider distribution method. Results: The total cost of traditional Chinese medicine amounted to 615.944 billion yuan, accounting for 15.03% of the total cost of health and0.90% of GDP in 2015. Among them, the hospital share dropped to 71.72%, the grassroots medical institutions accounted for 11.27%, and the proportion of public health institutions rose to 0.78%. Conclusion: The total cost of traditional Chinese medicine increased in 2015, nevertheless comparing with public health, the scale of Chinese medicine industry atrophied slightly. Additionally, the total cost of traditional Chinese medicine and institutional flows needs to be improved. We should actively guide the flow of traditional Chinese medicine funds to basic medical and health institutions, public health institutions and county hospitals.
