经济转型升级过程中提升水库移民安置适应性的策略分析

摘要
随着改革开放的深入,经济体系的转型升级,正从高速增长转向高质量的发展,主要特征是转变发展方式、优化经济结构、转换增长动力,其经济运行方式、经济主体、经济基础与经济核心要素等都将发生显著的变化,从而导致水电移民安置为适应环境变化也应不断调整。为此,我们做了一定的研究与探索,由仅限于征地补偿转向"以人为本"开发性移民,并与移民后期扶持相结合,使移民生产和生活有极大的改善和稳步提高。
With the further development of the reform and opening-up, the economic system of China is transforming and upgrading as the development pattern is shifting from high speed growth to high quality development. Emphasis is placed on changing the development mode, optimizing the economic structure and transforming the driving force of growth. Significant changes will take place in the economic development mode, economic subjects, economic basis and core elements, which will lead to the adjustment of the hydropower resettlement work to adapt to environmental changes. The people-oriented development resettlement mode and the late-stage supporting polity are proposed to replace the previous land expropriation compensation mode. Thus, the production and living standards of the migrants could be greatly and steadily improved.
