金砖国家海洋经济合作:着力点、挑战与路径
摘要
推进金砖国家海洋经济合作,既为金砖国家经济增长提供新动能,也为金砖国家携手推动全球海洋治理体系变革提供突破口。金砖国家海洋经济合作不仅符合其自身利益需求,亦有金砖国家合作机制提供保障指引。由于战略优先与海洋经济发展水平存在差异、专门性海洋经济合作制度尚未建立,金砖国家推进多边海洋经济合作面临一定挑战,因此,需充分利用既有合作成果,妥善处理立场差异,建立合作制度,密切彼此涉海经济活动的相互联系,寻找符合各自利益需求的优先合作着力点,推动金砖国家合作迈上新台阶。
