数字时代远程开放教育:德国篇

摘要
本文重点介绍德国远程教育历史上的关键发展、一些最重要的机构,以及在高等教育体系下获得国家资助项目的进展情况和影响。目前,德国16个州都有各自的教育政策,此外,还有各种各样不具约束力的国家拨款项目,这些旨在激励开展非传统形式的教与学试点。私立营利性机构、由北莱茵-威斯特伐利亚州(North Rhine-Westphalia)资助的哈根远程大学(FernUniversit?t in Hagen),以及普通高校各种专门在线和远程教育机构的远程教育学生人数,约各占总数的三分之一。近年,私立机构有长足发展,各种国家拨款项目也激励州立大学通过提供灵活、开放、在线和远程教育课程提高教育质量。
This article highlights key historical developments in distance education(DE), some of the most important DE institutions in Germany, as well as the ongoing process and impact of nationally funded programs in the context of the German higher education system. The current picture of online distance education in Germany is a result of 16 autonomous educational State policies, supported by a great variety of non-binding national funding programs, which also provide incentives for piloting non-traditional forms of teaching and learning. Private for-profit institutions, the North-Rhine Westphalian State-funded distance teaching FernUniversit?t in Hagen and various specialized online and distance education establishments/settings at conventional universities share about one third of the total of learners each. In recent years, private sector development has increased significantly, and various nationally funded programs have motivated many State-funded universities to enhance their programs through flexible, open, online and distance education offerings.
