基于节能减排与产业结构优化的江苏经济发展方式转变

摘要
节能减排、产业结构优化与经济增长之间是相互促进的关系。江苏省高能源消耗产业占比过高,对环境保护的重视程度与资金投入不够,节能环保的长效监督与管理机制不健全,节能减排政策执行不到位。江苏产业结构存在两大突出问题,即传统产业产能过剩、重复建设现象突出。促进江苏省经济发展方式转变,需要继续完善清洁生产政策措施,在传统产业中加快注入高新技术,完善相关税收政策。
The relationship among the energy-saving emission reduction,the industrial structure optimization and economic growth is is in mutual promotion.. In Jiangsu,the share of high- energy consuming industries is high and not enough attention and money has been given to environmental protection. The long-term supervision and management mechanism of energy saving and environmental protection is not perfect. The policy implementation for energy-saving and emission reduction is not in place. Two striking problems exist in the industrial structure of Jiangsu,namely the traditional industry overcapacity and repeated construction phenomenon. To promote the transformation of economic development mode in Jiangsu Province,it needs to continue to improve the policies and measures of cleaner production,accelerate the penetration the high and new technology into the traditional industry,and improve the related tax regulations.
