中国清理规范公务员津贴补贴工作的回顾与思考

摘要
本文分析了2005年前出现的公务员分配秩序失范的现象及其原因,回顾了清理规范津贴补贴工作的开展过程,总结了清理规范工作的成效和不足。在此基础上,对公务员工资管理问题进行了深入思考。出现工资分配秩序混乱的根本原因,是集中统一的工资管理体制不适应改革开放后的社会环境。从改革开放四十年的实践看,把一定的工资确定权赋予地方,这是市场经济的要求,是大势所趋。但是下放工资管理权的前提是地方必须形成工资决策的制衡机制,而从目前看,把工资政策交由地方人大讨论通过是最好的办法。
The paper probes into the anomie phenomenon in the distribution order of civil servants occurred before 2005 and its causes,reviews the implementation process of clearing up and normalizing civil servants' allowances and subsidies,and sums up the effect and defect of the work of clearing up and normalizing.Based on this,the paper deeply looks into the issue of civil servant wage management.The root of wage distribution disorder lies in the inadaptability of the concentrative,unified wage management system to the social environment since the reform and opening-up.Seen from the practice of several decades of reform and opening-up,it is a requirement of the market economy and an irresistible trend that the power of determining wage level be delegated to local authorities.However,the premise for delegating the power of wage management is that local authorities must form a balance mechanism for wage decision-making.At present,the best way is to have the wage decisions discussed and resolved in local people's congresses.
