摘要

近年西安新建了数量可观的湿地,但对2016年前因湿地减少产生的生态赤字仍需进行弥补。在实施"八水绕长安"3年规划等湿地建设规划的基础上,西安要实现湿地生态全方位的占补平衡,必须在湿地面积、生态量、生态功能、生态效益、占补时间、占补区域、占补流域、生态影响力、生态消费水平与生态消费总量10个维度实现平衡。结合西安湿地建设的实际情况,从10个维度提出了西安湿地生态全方位平衡模式的对策建议。
        Although Xi'an has built a considerable number of wetlands in recent years, it still needs to make up the ecological deficit caused by wetland reduction before 2016. Based on practical implementation of the 3-year plan "8 river systems around Chang'an" and other wetland development plans, requisition-compensation balance in wetland ecology is to be fully achieved in Xi'an, it requires a balance among 10 dimensions of wetland area, ecological capacity, ecological function and ecological benefits, requisition-compensation time, requisition-compensation area, requisition-compensation catchment,ability of ecological influence, level of ecological consumption and total ecological consumption. Considering the realistic situation of Xi'an, this paper puts forward relevant suggestions from 10 dimensions to build a comprehensive ecological balance model of wetland.
