精准扶贫中高校主体参与优势及作用提升路径——以南京邮电大学定点帮扶村为例

摘要
南京邮电大学的定点帮扶单位为淮安市淮阴区吴城镇河滩村,学校逐步理清帮扶工作思路、完善帮扶工作举措,通过整合多方资源实施立体帮扶,以夯实基层党建、激发地区发展内生动力、做好各级各类项目支撑、惠聚帮扶地区民生发展、扶贫扶智紧密结合为载体助力河滩村脱贫致富。高校参与精准扶贫继承了扶贫工作中的对口帮扶传统,全方位提升帮扶地区的自我发展能力,同时为加强校地交流、提升干部培养水平提供桥梁纽带作用。本文通过对南京邮电大学帮扶工作成效案例的分析,高校在精准扶贫中具有落实教育帮扶政策、利用技术手段助力脱贫、助力信息化建设、引入校地校企合作四个方面的优势,应不断完善帮扶配套政策,加强政策宣传力度,做好前期调研工作、深入群众一线了解群众实际困难,资金帮扶与智力帮扶相结合、变被动帮扶为主动帮扶,充分发挥挂职干部主体责任、加大挂职干部监督考核力度,进一步发挥高校的帮扶作用。
        The designated unit for Nanjing University of Posts and Telecommunications(NJUPT)to support is Hetan village, Wucheng town, Huaiyin district, Huai'an city. The university gradually clarifies the ideas of supporting work, improves the measures of providing support, implements three-dimensional support by integrating various resources, and helps the village out of poverty through strengthening the Party building at the primary level, stimulating the internal driving force of regional development, providing support for various projects at all levels, improving people's livelihood, and promoting poverty alleviation and wisdom fostering.Universities' participation in targeted poverty alleviation inherits the tradition of counterpart assistance in poverty alleviation work, improves the self-development ability of the regions in an all-round way, and provides a bridge to strengthen the communication between schools and regions and improve the level of cadre training.Based on the case study of the support work of NJUPT, this paper summarizes the advantages of universities in implementing the education support policy, using technical means to help poverty alleviation, facilitating the information construction, and strengthening school-enterprise cooperation. So we should constantly improve supporting policies, strengthen policy dissemination, complete the prophase research work, and understand the practical difficulties of local people. In providing support, universities should combine capital support and intellectual support, change passive to active support. The temporary assistant cadres from universities should exert subject responsibility and the supervision and evaluation on the cadres should be attached more importance so as to further play the role of universities in support work.
