金融支持海洋产业发展的国际经验及启示

摘要
海洋产业已被列入国家"十三五"规划和21世纪海上丝绸之路建设的国家发展战略的核心地位,而金融对海洋产业的发展起着不可或缺的重要作用。本文采取比较研究的方法,从立法保障、政府支持、银行信贷、国际市场融资、风险资本投资、海洋金融工具等方面,对国外一些发达的海洋强国在海洋产业方面的金融支持政策及措施进行比较分析,总结出一般的经验和做法,并结合我国实际,提出金融支持海洋产业发展的政策建议。
The marine industry has been included in the core position of the national development strategy by the National 13th Five-Year Plan and the 21st Century Maritime Silk Road Construction, and finance plays an indispensable role in the development of the marine industry. This paper adopts a comparative research method to compare the financial support policies and measures of some developed foreign maritime powers in the marine industry from the aspects of legislative guarantee, government support, bank credit, international market financing,venture capital investment, and marine financial instruments. Analyze and summarize the general experience and practices, and combine the reality of China to propose policy recommendations for financial support for the development of the marine industry.
