绿通稽查综合防逃费系统的研究与运用

摘要
当前利用绿色通道免费放行的逃费行为越趋严重,逃费行为多种多变,严重影响了高速公路正常的缴费秩序和公平竞争市场规律。广东省利用互联网+大数据分析,研究开发了全省高速公路绿通稽查综合防逃费系统,构建了由收费车道、移动APP、网站、路段中心组成的多层次、立体化的防逃打逃体系,形成了数据采集、流水稽查、登记稽查结论、黑灰名单管理、车道拦截、逃费追缴、黑名单洗白等闭环业务流程,取得了良好的效果。
As the escaping tolling through green passway has currently become more and more serious with various changes,which has seriously affected the normal tolling order of expressway and the fair competition market rules. Being based on the Internet plus and Big Data Analysis,a comprehensive anti-escape system for the green passway has been developed,which has established a multi-level,three-dimensional anti-escape system including tolling lanes,mobile APP,website,expressway operation centers,with such system functions including data collection,data inspection,results recording,black and ash lists management,lane stop,tolling recovered,black list resumed being realized,which has achieved good effects.
