摘要
二氧化碳作为全球生态系统污染物,其浓度变化对全球能量平衡和气候生态系统具有潜在影响,应对气候变化不仅是我国全球治理体系的重要体现,也是国际化公司践行"可持续发展"目标的内在要求。石油石化企业温室气体排放具有排放量大、部分工艺CO_2排放浓度高、分离技术多样化等特点。文章提出石油石化企业应对气候变化战略应分三个层面:基础层面强化低碳意识、形成应对低碳发展的思想共识和认知动力;商业运行层面战略发展和商业运营不因配额制约而受到限制,通过碳资产管理实现碳经济价值最大化;实质减排层面应支撑国家2030年碳排放达到峰值和全球平均温升不超过2℃目标实现。
        The increasing concentration of atmospheric carbon dioxide as a pollutant in global ecosystem has potential impact on global energy balance and climate ecosystem. Coping with climate change is not only an important manifestation of China's global climate governance system, but also an inherent requirement for international companies to achieve the goal of "sustainable development". Greenhouse gas emissions from petroleum and petrochemical enterprises have some characteristics involving large amount, high CO_2 emission concentration and various separation technologies. This paper puts forward that the strategy of petroleum and petrochemical enterprises to cope with climate change should be divided into three levels:the basic level should strengthen the awareness, consensus and cognition on low-carbon development; the business level should try to make the strategy and operation not to be affected by carbon allowance; and the emission reduction level should provide support and contribution to the targets of China's carbon emissions peaking by 2030 and global 2℃ climate change limit.
