基于纳什均衡的矿区土地复垦规划的研究

摘要
基于目前我国矿区土地复垦的现状,通过对土地复垦过程参与者的内在机制进行讨论,研究土地复垦的规划方向。利用博弈论的纳什均衡理论,定性分析土地复垦参与者选择策略的概率,讨论影响矿区土地复垦达标率的因素。以山西省某矿区为例,对其土地复垦达标率的变化进行调查,并通过定量分析得出结论:在我国土地复垦的过程中,应加大对矿区企业不达标的惩罚力度,增加监管部门的执法权力,提高矿区居民的法律意识,并遵循"因地制宜"的理论方向规划我国的矿区土地复垦计划。
Based on the current situation of land reclamation in mining areas in China,through discussing the internal mechanism of participants in the process of land reclamation,the planning direction of land reclamation was studied.Using Nash equilibrium theory of game theory,the probability of selection strategies from land reclamation participants was qualitatively analyzed,and the factors affecting the qualified rate of land reclamation in mining areas were discussed.Taking a mining area in Shanxi Province as an example,the change of the qualified rate of land reclamation was investigated,and quantitative analysis was carried out to draw a conclusion:in the process of land reclamation in China,the punishment of substandard mining enterprises should be strengthened,the law enforcement authority of supervision departments should be increased,the legal awareness of mining residents should be raised,and the land reclamation plan of China's mining areas should be planned in the theoretical direction of"acting according to local conditions".
