VOCs治理“一企一方案”是涉VOCs排放企业环境影响评价的重要补救措施

摘要
该文介绍了VOCs的危害,阐述了早期环境质量标准和污染物排放标准的不足及缺失对环境影响评价的影响。通过对国家和广东省VOCs控制相关政策的介绍,论述了广东省VOCs治理"一企一方案"的实施是早期涉VOCs企业环境影响的重要补救措施,是今后实施VOCs总量控制的基础。并对针对当前VOCs治理中存在的一些问题,提出了建议。
This paper introduces the hazards of VOCs,and expounds the shortcomings of early environmental quality standards and pollutant discharge standards,as well as the impact of absence on environmental impact assessment.By introducing the relevant policies of VOCs control in Guangdong Province and the state,this paper expounds that the implementation of "one enterprise one project" for VOCs control in Guangdong Province is an important remedy for the environmental impact of VOCs enterprises in the early stage,and is the basis for the implementation of total VOCs control in the future.Suggestions are also put forward for the problems existing in the current VOCs governance.
